			<content:encoded><![CDATA[<p>Two policemen, Corporal Sylvester Thaxter and Constable Kevin Whyte (both of the St. Elizabeth Police Division), appeared before the Santa Cruz Resident Magistrate&#8217;s Court in St. Elizabeth yesterday, where they were convicted and sentenced to 12 months imprisonment at hard labour for breaches of the Corruption Prevention Act. The convictions and sentencing come exactly three years after the men were arrested on March 4, 2008. They had been arrested and charged following an investigation by the Anti-Corruption Branch into a complaint from a motorist that both men had corruptly solicited money from him.</p>

			<content:encoded><![CDATA[<p>A policeman who is facing corruption charges was granted $600,000 bail when he appeared in the Mandeville Resident’s Magistrate Court earlier today. The policeman is Constable Sherwin Swaby of the Manchester Police Division and is to report to the Mandeville Police Station three times per week.</p>
<p>According to reports, Constable Swaby was arrested and charged by members of the Anti Corruption Branch yesterday after a ruling from the Director of Public Prosecutions (DPP). It is alleged that in June of this year, the policeman seized the documents for a motorist&#8217;s motor vehicle after discovering that the motorist was in breach of the Road Traffic Act. He reportedly solicited $10,000 in order not to proffer charges and for the documents to be returned. A report was made to the Anti Corruption Branch and an investigation ensued. A file was sent to the DPP who ruled that Constable Swaby be charged with two counts of breaching the Corruption Prevention Act.</p>
<p>He is to return to court on November 24, 2010.</p>

			<content:encoded><![CDATA[<p>Two Special Constables who were accused of accepting a bribe from a motorist, were freed when they appeared in the Corporate Area Resident Magistrate&#8217;s Court yesterday.</p>
<p>Special Constables Dwayne Stewart and Dwight McCarthy had been charged with breaching the Corruption Prevention Act. It was alleged that at about 11 p.m. on June 4, 2004, a motorist ran a red light on Hope Road in St. Andrew, and that the two policemen stopped him and demanded $15,000 in exchange for not prosecuting him. It was further alleged that the policemen told the motorist to go to the Half-Way Tree Police Station later that night to pay over the money to one of them. The motorist reported the matter to the Anti-Corruption Branch, and a sting operation was set up. The $15,000, in marked notes, was handed over to Stewart, and he was arrested and charged. When he was searched, the marked notes were found in his possession. The director of public prosecutions ruled in July 2007 that the policemen be charged.</p>
<p>In his defence, Stewart reportedly said that the motorist had given him the money to give McCarthy, and that he had formed the view that the motorist and McCarthy were long-time friends and that the money was a loan to McCarthy. Stewart said he was not a party to the discussion that McCarthy and the motorist had that night, and that even before stopping the motorist, McCarthy had asked him for a loan.</p>
<p>McCarthy elected not to say anything at his trial and rested on the prosecution&#8217;s case.</p>
<p>The Resident Magistrate, in freeing the policemen, said that she had reservations about the version given by the motorist as to how he paid over the money. She indicated that Stewart&#8217;s evidence left her in doubt as to what transpired that night, and so she had to resolve the doubt in the policemen&#8217;s favour.</p>

			<content:encoded><![CDATA[<p>A special corporal from the St. Andrew South Division was arrested yesterday by members of the Anti-Corruption Branch, on reasonable suspicion of breaches of the Corruption Prevention Act.</p>
<p>According to a release from the Jamaica Constabulary Force, a police-military task force carried out an operation in the Kingston 11 area yesterday, and took four men into custody. The men, who are all relatives, were taken into custody for processing, and it is alleged that later that day, the special corporal contacted family members and demanded a sum of $10,000 in order to release the men.</p>
<p>A report was made to the Anti-Corruption Branch, after which a sting operation was set up. During the sting operation, the policeman was held after collecting the money. He is being held in custody, while a case file is prepared for submission to the Director of Public Prosecutions for a ruling.</p>

<p>The corruption charges arose from an incident in 2006, when the policeman was accused of collecting money from a motorist. A report was made to anti-corruption investigators and a sting operation was set up during which he was held. The director of public prosecutions ruled that he be charged with breaches of the Corruption Prevention Act, and he was tried and convicted in 2008. He, however, appealed the conviction and was granted a retrial.</p>

			<content:encoded><![CDATA[<p>Sergeant Alvin Reid from the Port Antonio Police Station, who was arrested during a sting operation earlier this month and charged for breaches of the Corruption Prevention Act, has been granted bail, while a second policeman has been charged in relation to the incident. The other policeman has been identified as Special Constable Creg Scott-Afflick.</p>
<p>It is alleged that Sergeant Reid was arrested during a sting operation which was set up after he allegedly approached a businessman and offered to dispose of a case for him for $100,000. Following the operation, a file was prepared and sent to the Director of Public Prosecutions (DPP), who ruled that he be charged. Constable Scott-Afflick reportedly solicited $200,000 from the same businessman in order not to seize his goods.</p>
<p>Both men were granted bail when they appeared before the Port Antonio Resident Magistrate’s Court, and are to return to court on September 24.</p>

			<content:encoded><![CDATA[<p>A police constable assigned to the Kingston East Division, was arrested yesterday for alleged breaches of the Corruption Prevention Act. He was reportedly arrested following a sting operation that was carried out by the constabulary&#8217;s Anti-Corruption Branch. His name is being withheld at this time.</p>
<p>According to reports, on Tuesday, June 29, 2010 at about 3:00 pm, the driver of a bus was involved in a motor vehicle accident along the Sir Florizel Glasspole Highway in Kingston, and later reported it to the Kingston East police. It is alleged that the constable requested a sum of $6,000 in order not to prosecute him for certain breaches of the Road Traffic Act. The JCF&#8217;s Anti-Corruption Branch was informed that arrangements were made for the money to be paid to the constable, after which a sting operation was set up, and the constable arrested.</p>
<p>He is in police custody at this time, and a case file is being prepared for submission to the Office of the Director of Public Prosecutions for a ruling.</p>

			<content:encoded><![CDATA[<p>A district constable, 47-year-old Alton Bennett, has been charged with seven counts of breaching the Corruption Prevention Act, after being accused of signing an accused man&#8217;s bail book in advance (i.e. without him visiting the police station as he is supposed to by law).</p>
<p>According to police reports, a man who was facing the court on certain charges, was granted bail. The man was ordered to report to the Duhaney Park police every day, but subsequently got a job that made it difficult for him to do so. The court heard that Bennett agreed to sign the accused man&#8217;s bail book for days in the future, and that he solicited various amounts, ranging between $300 and $400, from the man for this favour.</p>
<p>The man was reportedly seen by the arresting officer for the case, and certain enquiries were made. It was revealed after the investigating officer checked the bail book on June 3, that dates up to June 8 had already been signed by Bennett. He was subsequently arrested and charged, and appeared before the court recently, where he was granted $200,00 bail with one or two sureties and is to report to the Olympic Gardens Police Station three times a week.</p>
