			<content:encoded><![CDATA[<p>The <a href="../2010/07/jamaica-now-has-a-commissioner-for-the-independent-commission-of-investigations/" target="_blank">recently established Independent Commission of Investigations (INDECOM)</a>, which has been mandated to probe all allegations of abuse and other potentially criminal acts by members of the security forces, has reportedly begun a probe into the controversial killing of Dwayne Hendricks who was allegedly shot and killed by an off-duty policeman at a nightclub in Mandeville, Manchester two months ago. 			<content:encoded><![CDATA[<p>Dissatisfied with the effectiveness of the police in their parish, and hot on the heals of recent kidnapping incidents in Manchester, some business operators in that parish have banded together to form their own armed civil defence squad. It is called M Central Watch, and while they have not yet sought or received police or government endorsement, the squad is already said to be in the initial stages of formation, and a company in that name was recently registered with the Companies Office of Jamaica.</p>
<p>According to reports, the squad will be comprised of twenty well-armed and highly trained firearm experts who hold firearm licences, and they will be &#8220;<em>going after criminals in the parish who have been preying on business people and their families</em>&#8220;. The groups members will reportedly be getting special training in order to carry out their functions.</p>

			<content:encoded><![CDATA[<p>Inspector Joseph Vaughn, of the Mandeville Police Station, died yesterday as a result of injuries that he sustained during a motor vehicle collision along the Kingsland main road in Manchester.</p>
<p>According to police reports, at about 2.15 in the afternoon, the Inspector was traveling towards Mandeville in a motor car, when he collided with a truck that was traveling in the opposite direction. Eyewitnesses reported that a piece of metal which was dislocated from the truck pierced into the driver&#8217;s side of the Inspector&#8217;s vehicle, killing him on the spot.</p>
<p>Vaughn had been a member of the Jamaica Constabulary Force for the past 30 years.</p>

			<content:encoded><![CDATA[<p>With the active migration of criminals from Kingston and other urban centres to their parish, the Manchester police are actively urging ordinary citizens to help by reporting the presence of strangers in their communities.</p>
<p>Deputy Superintendent Barrington Daley, the man in charge of criminal investigations in the parish, reportedly said &#8220;<em>We would like to ask citizens in Manchester to report strange persons they see in their areas. We are saying if you see somebody in your community who you don&#8217;t know and you don&#8217;t know what he is doing there, take up the phone and call the police and we will check it out. We want to assure people that we would not consider such reports to be idle or a waste of time. We have unmarked vehicles that would respond to reports&#8230; we would investigate. .We are imploring citizens to get on board and call the police whenever you see anybody looking strange and suspicious.</em>&#8221;</p>
<p>He believes that such proactive behavior on the part of the citizens could, over time, go a far way in deterring criminals. Since the start of 2009, the parish of Manchester has had increased criminal activity in a number of areas including rape, carnal abuse and robbery.</p>
