<p><em>A genuine dispute exists between rank-and-file members of the Jamaica Constabulary Force (JCF) and the Golding administration, over unpaid salaries owed by the Government to members of the JCF. This is in light of the recent announcement that the National Contracts Commission had approved vehicle procurement agreements worth more than J$350M.</p>
<p>Among the many problems which the Jamaican police often say inhibit their ability to fight crime effectively is the shortage and quality of vehicles.</p>
<p>Their fleet, the complaint goes, is too old, with an average age of 10 years, which makes them unreliable. And there are too few. The consequence, therefore, is an insufficiency of motorised patrols and thereby a limited deterrence to criminals than should be the case.
