			<content:encoded><![CDATA[<p>Residents of the Grant&#8217;s Pen community in St. Andrew, mounted roadblocks in the community earlier today in protest of the fatal shooting of a man (18-year-old Anthony Litchmore) by the police in the community.</p>
<p>Litchmore was reportedly shot and killed on Frederick Avenue. According to police reports, a police team saw Litchmore and another man walking along a gully towards Markland Drive in the Kingston 8 area. The police reportedly stopped their vehicle, and the men allegedly pointed guns at them. The man who was walking with Litchmore is alleged to have fired two shots at the police team, and then he reportedly ran towards the direction from which he came along the gully. The police returned fire and Litchmore was hit. He was taken to the University Hospital of the West Indies where he died while undergoing treatment.</p>
<p>Residents of the area have however refuted the police&#8217;s version of the killing. They allege that Litchmore was walking along the gully peeling an orange, when he was accosted by the police officers travelling in a motor car. The police reportedly told him to put his hands in the air, and it is said that after Litchmore did as he was requested, a policeman shot him three times in the stomach.</p>
<p>The Independent Commission of Investigations (INDECOM) has launched a probe into the incident, and is urging anyone with information that can help with its investigation to call its office.</p>

			<content:encoded><![CDATA[<p>Hot on the heels of the <a href="http://www.jamaicanpolice.com/2011/08/former-police-constable-arrested-8-years-after-controversial-shooting-death/" target="_blank">recent arrest of an ex-policeman who was on the run in the United States for eight years</a> (while he was being sought to face a murder charge here in Jamaica), comes the news that the Government is seeking the extradition of another former cop from the U.S., so that he can face trial for murder.</p>
<p>Ex-cop Mark St. Aubyn Russell is being sought for the July 2007 murder of 18-year-old Ravin Thompson. Thompson was reportedly shot at his aunt&#8217;s gate in Whitfield Town, St. Andrew, and subsequently died. Relatives and residents alleged that Thompson was shot in the shoulder and subsequently placed in a police jeep to be taken to the hospital. His aunt, who went in the jeep with him, alleged that she was put out of the vehicle in the vicinity of Maxfield Avenue. She said she later made her way to the Kingston Public Hospital where she saw her nephew&#8217;s body in the back of the police jeep. He had been shot multiple times and had several bones fractured.</p>
<p>The Director of Public Prosecutions had made a ruling in 2009 for Russell and another policeman to be charged with Thompson&#8217;s murder. Russell reportedly left the island before the ruling was made, and a request was subsequently made for his extradition. Russell had challenged his extradition on several grounds, but on September 19, a New York court that he be extradited to Jamaica. He is expected to appeal the extradition order.</p>

			<content:encoded><![CDATA[<p>46 year old Walter Spikes was deported from the United States yesterday, and immediately after he arrived on the charter flight along with 70 other deportees, he was arrested and taken to the Kingston Central Police station.</p>
<p>Spikes is said to be an ex-policeman who was on the run for eight years, and he has now been charged with the murder of 9 year-old Renée Lyons, who was reportedly killed on July 2, 2003 during an incident which occurred in the vicinity of the Portia Simpson Miller Square in Majesty Gardens, St. Andrew. It is alleged that Spikes (who was then a police constable attached to the St. Andrew South Police Division) and his colleagues at the time were responding to a robbery when one of the robbers allegedly fired at the police. The police returned fire and the child (who was playing in her front yard) was shot in the head. It is alleged that the bullet which killed her was fired from the private firearm of Spikes.</p>
<p>The little girl&#8217;s death sparked a massive demonstration, with residents calling for the policeman to be brought to justice. Spikes allegedly fled the island before the Director of Public Prosecutions (DPP) made a ruling on the matter in December 2003.</p>
<p>According to reports, Spikes had been incarcerated in the United States since November 29, 2009, and the Police&#8217;s Bureau of Special Investigations (BSI) learned of this through Interpol.</p>

			<content:encoded><![CDATA[<p>Yesterday&#8217;s shooting incident involving the police in Denham Town (West Kingston) which left 24-year-old Delroy Arnold dead, has left some residents claiming that he was murdered.</p>
<p>According to residents, at approximately 5 a.m. yesterday morning, the police ordered Arnold out of his house in Chestnut Lane, and shot him inside a neighbouring house where a woman and two children were sleeping. According to the police however, Arnold fled his house in Riverton City after they were hot on his trail in connection with a number of crimes, including murder. They say they tracked him to Denham Town, and he was killed during a shoot-out.</p>
<p>The police further claim that an illegal firearm was taken from him. However, the residents say there was no shoot-out and that Arnold was murdered by the police.</p>

			<content:encoded><![CDATA[<p>Less than a year after a <a href="http://www.jamaicanpolice.com/2010/07/jamaican-police-caught-on-camera-unarmed-man-beaten-then-shot-killed/" target="_blank">group of St. Ann policemen were caught on video</a>, beating and shooting to death a man who was unarmed, another controversial and fatal police shooting by police in St. Ann has been caught on video. The video below (warning, this video is graphic and not to be viewed by persons under the age of 18) shows an incident involving 43-year-old Orville Wray, who was shot by a uniformed policeman outside the Alexandria Police Station in St. Ann.</p>
<p>Before the incident, Wray and his brother Rodney Wray were allegedly involved in a fracas at a bar in the area. According to the police, Orville Wray injured a man at the bar and was detained at the station, but then attempted to escape. At the start of the video, what seems to be two gunshots are heard (apparently from within the police station), then Orville Wray is seen walking hurriedly out of the police station. His brother&#8217;s BMW sport utility vehicle (SUV) pulls up and a plain-clothes policeman tries to apprehend the fleeing Orville Wray, who is assisted by his brother and another man. The unnamed man is seen alighting from the black SUV and attacking the policeman in what appears to be an attempt to help Wray into the vehicle. The policeman, however, prevents Wray from leaving, pulling him back towards the station. During the ensuing fight, a uniformed policeman (with gun in hand) rushes out of the station and joins the fracas, and a shot is heard. Wray slumps to the ground, and is then lifted into the SUV which speeds off (reportedly to hospital, where he later dies).</p>

			<content:encoded><![CDATA[<p>The Court of Judicial Review has ruled that Michael Nembhard, a policeman assigned to the Portmore Police Station in the St. Catherine South Division, and who was one of three policemen <a href="http://www.jamaicanpolice.com/2010/01/three-policemen-interdicted-for-gun-salutes-at-alleged-dons-funeral/" target="_blank">interdicted in January 2010</a> for their possible role in gun salutes which took place at the funeral of an alleged don, be reinstated and paid retroactively.</p>
<p>The court heard that Nembhard had been interdicted for more than one year and no charges were brought against him. It was admitted that his interdiction was not in keeping with due process, therefore, he should be allowed to continue to serve the Jamaica Constabulary Force. It was also ruled that his licensed firearm, which was seized, be handed over to him.</p>

			<content:encoded><![CDATA[<p>Just over a week after <a href="http://www.jamaicanpolice.com/2011/04/policeman-commits-suicide-after-killing-4-in-laws-injuring-wife/" target="_blank">Detective Corporal Wayne Llewellyn shot and killed four members of his family</a>, shot and injured his wife, then turned the gun on himself, there has been another murder-suicide involving a member of the Jamaica Constabulary Force.</p>
<p>58 year old retired police sergeant, Osbourne Whitton, reportedly shot and killed a woman corporal attached to the Manchester police division, her son and the father of her child. The incident reportedly happened last night at Melrose Mews in Manchester. Whitton then turned the gun on himself, and died early this morning while undergoing treatment at hospital.</p>
<p>The victims have been identified as 43-year-old woman corporal Bevon Hutchinson-Anderson of Melrose Mews, 45-year-old Rohan Shaw of Rosedale Drive in Mandeville and their 12-year-old son, Keinon Shaw of Melrose Mews.</p>
<p>Reports indicate that Whitton and Hutchinson-Anderson were having an affair, and that Hutchinson-Anderson had told the retired policeman that she wanted to end their affair. He reportedly visited her home, and upon seeing her with her child’s father, flew into a jealous rage, and went on a shooting spree.</p>
<p>Hutchinson-Anderson had just celebrated her birthday, and reports indicate that Whitton gained entry to the house, and after a brief confrontation he shot the woman corporal and her son’s father (who was visiting), then went to a bedroom and killed the 12 year old.</p>
<p>It is alleged that Mr Witton then went to neighbours and told them he had committed the murders and would be shooting himself upon the arrival of the police. A single explosion was heard when the police arrived.</p>
<p>Anderson reportedly also had a husband in the United States with whom she has a 21-year-old son. Whitton also had a spouse in the US.</p>

			<content:encoded><![CDATA[<p>The Independent Commission of investigations (INDECOM) has reportedly started a probe into the recent shooting deaths of two men by the police in Williamsfield District, St. Catherine.</p>
<p>The men, Michael Wayne Smith and Richard Anthony Ellis, of Crawle District, Riversdale, St. Catherine were allegedly killed in a shootout with the police on Saturday, March 26. Smith and Ellis were allegedly two of four men who had reportedly engaged the police in a gun battle. The official police report said four men were travelling in a Toyota Corolla motor car at about 1:00 Saturday morning in Riversdale, when they were signalled to stop. According to the police, the driver complied, but that he along with three other men alighted from the vehicle, with two pointing guns in the direction of the police. The police, in defence, the reportedly fired at the men.</p>
<p>The two men were shot and killed on the spot, and the other two (including a 17-year-old boy) were shot and injured.</p>
<p>The incident sparked a demonstration in front of the Riversdale Police Station later in the day on Saturday. The protesters cited police abused. INDECOM has said that it is earnestly investigating the matter, and is appealing to members of the public, especially eye-witnesses, to contact its offices with any information which they may have.
