Police Commissioner Owen Ellington toured West Kingston yesterday, and announced that a complaints office has been opened in the West Kingston community of Tivoli Gardens – in order to allow residents to report allegations of misconduct by the security forces. The move follows the security forces’ recent assault on criminal elements in the community, and numerous subsequent civilian complaints of abuse by the police and soldiers.
